You need to decide which way you want to go. Crossing at QC city eliminates any issues with using the ferry which can be iffy to put it mildly. However maybe cross with the ferry matane to Baie Comeau then take the flatbed to fortestville and return through Quebec or vice versa. do not hold your breath for the TQ3 to be rerouted and ready to ride this season.
