One way to do it is you could register in Maine. $68 for a non resident. You can do it online. It might be easier(less expensive) than paying sales tax or other fees to NY if you havn't already. Then of course you need your trailpass for Quebec. Don't forget you would also need a pass for Ontario if you wanted to go there too.
