I have been traveling the Gaspesie for 15 years now and only have trouble in one area, Groomer makes fun of my translations!! You will have absolutely no issues in the Gaspesie and after the loop will wonder why you took so long to go the first time.

Most times depending on the size of the place, you could be safe without a reservation. That said, it is a good practice if you dont have one, call at noon time to book, by then most days you have a good idea where you will be by end of the day. Reservations are recomended on weekend because hockey tournaments can fill places up in a hurry

Looks like they could use a good dump of snow there too, just to fill in the thinner spots.

I am doubtful they would be eligible for funding. This is a private trail that goes into the Barrage only and does not connect to any other trail systems. The cost of grooming is likely a cost of doing business for them. They are a fair distance of the main trail, close to 30miles I believe. Without grooming they would not get as much business as they do. Every time I have gone there, tour groups were also there. Those are the groups that make their base business in the winter, and likely would not go if not groomed.

I would say you are safe to go and have nice conditions. They will just improve from here on.
