The fees were arrived at by consensus. There were three initial fee schedules proposed by the FCMQ's administrative council, and they were presented to the boards of directors of all 199 clubs. In our case, our 15 board members discussed the proposals then voted. Based on our club's membership, we are alotted three "designated delegates", all of whom were sent a secure link to a voting platform where we registered our club's decision. It was all very democratic and well run, and we were presented with the results immediately after the voting closed on the 25th of May. Interesting enough, every single designated delegate voted - there were no abstentions which is quite encouraging.
