The Quebec Snowmobilers Association invites farmers to lift the ban on access to farmland

MONTREAL, Dec. 9 / CNW Telbec / - The Quebec Snowmobilers Association (AdmdQ) adds its voice to that of the Peasant Union today urged all Quebec farmers to lift the ban on crossing the farmland image those who did last Monday in Témiscamingue.

The negative economic consequences for regions and the negative impact on tourism that the leverage current leads must be considered by farmers.

Quebec farmers should be secured to the communities in which they live. By giving access to their land, they demonstrate to their citizens that they do not make them victims of a conflict they are not actors.

The AdmdQ is however aware that people in agriculture have the right to refuse access to their lands and recommends that all snowmobilers in the province to enforce the prohibitions of passages into farmland.

To win out of this situation, the agricultural community must choose to waive the prohibitions and thus promote understanding of the problems they face.

Please note that the manifestation of AdmdQ scheduled December 12 2010 is postponed to a later date to December 16.

Please respect the trails that are closed for now !

My big worry for this year is the farmers closing some of the trails here in Quebec. Their was a report on one the french tv stations saying more and more people will resort to going on closed trails that the farmers have closed in order to get to some open ones.

This is not good !

Could mean that once the farmer issues is resolved to reopen the trails some of them may not forgive the snowmobilers that trespassed on their land earlier in the season hence maybe lossing the rights to that trail.

(boondocking) = loss of trail rights ! :(

I completely agree with you that trespassing will close trails.

If the farmers do not open all of the trails, there should be a list of trails that remain closed available to snowmobilers so plans can be adapted to open trails.

I can see snowmobilers that tour, myself included, at the end of a day's ride and coming to a closed trail. If there isn't an easy way around the closed trail and your hotel is a short distance away and there are no hotels behind you, what do you do?

Is the curfew still out there and we will get ticketed because now we are trying to find a way around the closed trail and are riding after curfew time? :(

I don't see it happening a lot but the potential is there.

Yes its illegal to travel off trails period its the law unless specified. You can be Ticketed and some places will patrol and hand out tickets inlc the club im with st-agathe for anyone who goes off trail riding . The curfew i guess you mean snowmobiling after 10 pm is not in affect for this year and if it is implemented for next season it would probaly be for 12am but in certain regions.

People dont realize that you cant just go and snowmobile any place you want to unless you have the ok from the land owner. Like in my case i use about 3km of off trail riding to get to the main trail but have the consent of the land owner.

St-agathe lost a partial part of the trail last year because guys were going off the trail crossing someones private land and going under the power lines which by the way is not legal to run on.

The trail had to be rebuilt a short distance away for this year.

Same problem with mt-noire or black mountain (st-donat) that has a trail going up the mountain too many were going off trail and now the land owner wants fences up on both sides of the trail or he may not allow the trail to go their.

Its a big issue around here !

The tourism industry fears the cost of making the decision of the Union des producteurs agricoles (UPA) to prohibit the passage on their land to snowmobilers to challenge the cuts to agricultural insurance in Quebec.

The Hotel Association of Québec (AHQ) is considering losses of 25 to 30% of revenues in the coming days if the UPA did not changed his mind.

She warns that the organizers of snowmobile tours for foreign tourists will have to make cancellations at the beginning of January and some hotels may have to lay off employees during the winter.

According to the vice president and general manager of the AHQ, Danielle Chayer, hoteliers are taken hostage by agricultural producers. She considers this a strange way of thanking a longtime partner showcasing regional products.

The UPA president Christian Lacasse, for its part that its members intend to continue pressure tactics. He says that providing access to their land during the past 30 years, farmers have allowed industries to snowmobiling, quad bike and other aspects of tourism development.

He is now asking the cooperation of the tourism industry: "Do you can help farmers to cope? We must make the government understand that [he] did not give up applying a new cut of 80 million, there are thousands of farms will disappear and it is also the regional economic development will be adversely affected. " he argued in an interview with Radio-Canada.

The farmers complain since the spring of the measure of improved efficiency imposed by the Financière agricole. This measure ensures that a quarter of the least efficient producers are eliminated from the averaging to determine the amount of financial compensation to the Farm Income Stabilization Insurance (FISI).

These are paid in case of loss or production costs higher than expected. Under the UPA, this new measure, which is not yet in place, would decrease by 80 million farmers' incomes.

To anyone out there that might have more insight.

From all of what I have read, I get the impression that the smaller farms are the ones that are most at risk to going out of business. Are there big conglomerates, not necessarily farmers but it could be financial investors, that would like to see the small independent farms close and be bought up by mega-investors / farms. They could then control pricing and end up with a bigger piece of the pie with less competition.

Is the government being pressured into tightening the financial noose around the small farm so the big guy benefits?

Maybe I’m way off but something smells rotten!

In the same idea of what Andyman and Greg posted, the last Lanaudiere press release :

Time is running out to resolve the conflict

between the UPA and the Government

Rawdon, December 9, 2010 – Lanaudière Tourism wishes to add its voice to those of the press releases issued today by the Conseil québécois de l’industrie touristique (CQIT), by the Association des motoneigistes du Québec (AdmdQ), and by ATR associées du Québec, and to echo the statements they have made.

Regional tourism associations in Quebec are calling on Premier Jean Charest to intervene urgently in the current conflict between the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation and the Union des producteurs agricoles (UPA), in order to put an end to the ban on snowmobilers and ATV-ers accessing agricultural lands, so that the winter season for these two sports can get underway before the Holidays.

"It would seem essential that Premier Charest intervene in this file to ensure that the tourism businesses, villages and tourist areas that are affected do not have to pay the price for the negotiation tactics of the two parties,” stated Jocelyn Carrier, President of ATR associées du Québec.

Added Évangéline Richard, President of Tourisme Lanaudière: "As Mr. Carrier mentioned, winter has arrived and time is running out, since the snowmobile trails are ready to open in several regions. Also, we cannot overlook the fact that Lanaudière has many businesses whose revenues come, to a large extent, from snowmobiling. It is therefore unfortunately conceivable that, if the conflict persists, there could be job losses and perhaps even company closures!”

For its part, the Conseil québécois de l’industrie touristique (CQIT) is also pressing the Union des producteurs agricoles (UPA) to lift the ban on access to agricultural lands. "We buy a great deal of Quebec agricultural produce, making the tourism industry a very important client for local farmers. Given this fact, we cannot understand why the UPA would choose to penalize us in its negotiations with the Government,” said Alain April, President of the Conseil québécois de l’industrie touristique.

In addition, the Association des restaurateurs du Québec has expressed its support for the tourism industry.

As stated by the Association des motoneigistes du Québec, Tourisme Lanaudière is nevertheless conscious of the fact that farmers have the right to refuse access to their lands and it recommends that all snowmobilers in the province respect the denial of access to farmland.

Other regions will ignore the blockade of the UPA

12/12/2010 7:31 p.m.

Like the Thetford Mines, other sectors could ignore the blockade imposed by the Union des producteurs agricoles (UPA) and thus allow snowmobilers to travel freely on their farmland.

This was said on Sunday the president of the Quebec Snowmobilers Association (AdmdQ), Patrick Boucher, in an interview with the Agency QMI. "There are farmers in the Temisque and Portneuf, near Quebec, which have already followed suit with farmers in the area of Thetford Mines, who have reopened their land to snowmobilers. Several members of the Peasant Union have also indicated their willingness to do the same, "said Boucher, who recalled that the snowmobile industry generates one year with an economic impact of $ 1.3 billion in Quebec, including $ 200 million from American and European tourists.

He said some areas already weakened by the forestry crisis and the global economic crisis, rely on snowmobiling in order to prevent their economies to hibernate during the winter. "In the Lower St. Lawrence, for example, U.S. arrive by snowmobile trails. Unfortunately, they are well aware that trails in Quebec are fragmented at the moment and we might lose them, "Boucher said.

"We appeal to each farmer so that the driving ban is lifted, said the president of AdmdQ. We ask them to show solidarity with their community, because this means of pressure from the UPA night hoteliers, restaurateurs and local economies. Farmers themselves are important actors in their communities and they face a moral dilemma. They wonder if the fact of creating a blockade that causes discomfort in their area is the right way to achieve their goals with the government regarding the reform of the Agricultural Financial, they are unhappy. "

According to Mr. Boucher, despite all efforts, including the Department of Transport (MTQ), to find temporary carts facilitate snowmobile traffic, it is impossible in many places to count on continuous trails.

"In some regions, such as the Eastern Townships, Montérégie and the Lower St. Lawrence, up to 70% of rights of way are located on agricultural land, then it is impossible for snowmobilers to bypass all the bans, even if MTQ has offered assistance and allowances proposed temporary roadside. The lifting of the blockade individually by each farmer, is very important and we see that the call is being felt, "said Boucher, who feels that the wind turns the more snow. Mr. Boucher founded "great hope" in the meeting of the board of Financière agricole, which should assist the agriculture minister Laurent Lessard, on December 16.

"We are caught in a vice, but in reality it is a problem between the farming community and the Charest government," Boucher said.

In December 2009, according to figures provided by the AdmdQ, more than 173,000 snowmobiles were registered in Quebec and 90,000 snowmobilers had a right of way over farmland. Quebec has 33,500 km of trails, maintained and signposted.

Well has anyone heard anything about how the meeting went today?

Well I found this (poor) translation, sounds like nothing was achieved.....

The dispute lasted long enough that penalizes the tourism industry in Quebec!

QUEBEC CITY, Dec. 16 / CNW Telbec / - The Quebec Council of Tourism Industry (CQIT) reiterates its request to the Union des producteurs agricoles (UPA) and requires it to cease immediately the pressure tactics that have an impact on tourism businesses. Unjustly, the latter are currently the costs of disagreement between the UPA government on the insurance plan administered by the Financière agricole du Québec.

"We have given enough, it'll take a hostage! We spend enough energy to recover from the economic downturn of 2009, we did not need another tile such as a blockade of snowmobile trails! "Exclaims Alain April, president and CEO of CQIT Château Bonne Entente and Georgesville.

The withdrawal of the privilege of access to agricultural land ruled by the UPA to put pressure on the government is at the heart of the current problems of the tourism industry. The economic impact of $ 1.3 billion generated by off-road vehicles such as snowmobiles and ATV in winter in Quebec are essential. They translate into 10,000 jobs across hotels, lodges, restaurants, attractions and shops and connected, mainly in the regions of Quebec. The leverage exercised by the UPA ensure that they are employees of the Québec tourism industry who happen to be disproportionately affected, in addition to oppose the farmers with whom they usually maintain excellent relations business.

"We're so busy tear each of us, it misses something momentous; all the twists that cause our destination and job losses that will result! Keep in mind that our neighbors in New Brunswick and New England are not waiting after us, they are now soliciting the customers who usually attend Quebec! "To assert Alain April, President of CQIT.

Considering all the people currently penalized by a conflict that has nothing to do with their employment sector, given the importance of business arrangements that tourism accounts for farmers and because it is urgent act, the CQIT requires to be lifted now, the blockade by the UPA to snowmobile trails.

The Quebec Council of the tourism industry through its membership represents some 10 000 companies and organizations involved in tourism in Quebec. Its mission is to coordinate, promote and defend their interests and issues. www.cqit.ca

nothing is settled yet.Minister of agriculture made some engagement to the farmers moneywise. It's up now to their financial company(Financière agricole) to reach an agreement with them.In other words....status quo.

Those making business thru tourism industry are starting a movement by boycotting local products.

Translated and pasted

The farmers have entered into an agreement with the Government of Quebec. The UPA president announced in a press conference this afternoon.

The agreement translates into a commitment on the part of Quebec to provide clear guidance that will offset the negative impact, "said Chairman of the UPA.

The latter said that farmers have experienced this situation very difficult. This decision will have a very positive impact on their morale, he believes.

Since the beginning of the snowmobiling season, members of the Quebec Farmers Union (UPA) prohibited access to their land to snowmobilers to show their dissatisfaction with the policies of the Financière agricole.

The farmers were against the new rules of Income Stabilization Insurance (ASRA), which will result in losses of more than 80 million.

The days were very intense negotiations between the UPA and the government. Negotiations continued until early this morning to reach an agreement with the minister of agriculture and government.
