The solution can be as simple as, the government that is getting a huge economic benefit from the snowmobile business offer the effected private landowners a break in property taxes they pay. Every journey starts with a single step. Certianly is the best long term sustainable option. However this is easiest on crown land, much more of a challenge on private.
