Bridge was transferred in 2021 to assure it would be maintained by the ministry (the government) so snowmobilers and VTT users could continue to use it.
How did that work out?

Here is the article about the Manicouagan footbridge from the Journal le Manic dated November 24, 2021
The footbridge spanning the Manicouagan River, owned by the Manicouagan RCM since 2009, is changing hands.
However, snowmobilers who use it will not notice any changes and will be able to use it as usual, assures Prefect Marcel Furlong.
This transfer was necessary because, according to the Act on the Sustainable Management of Forest Lands, this footbridge must fall under the jurisdiction of the Ministry of Forests, Wildlife, and Parks since it is located on a multi-use trail.
“This is actually an abnormal situation that has just been normalized,” said Prefect Furlong on the sidelines of Wednesday’s MRC council meeting.
Assuring that the ministry is committed to maintaining the footbridge so that snowmobilers can continue to use it, Mr. Furlong noted that this change is not unwelcome to the MRC.
In fact, a fire that occurred on the structure last year led to an increase in the MRC’s insurance premiums.
