I will let JG answer for sure but I would guess the red paint signifies a sample area on a pile. It would identify a random sample identifing diameter classes and to estimate total m3 volume of pile. Notice every stick inside the square has been marked, likely to say the diameter was measured. Very low snow in your area all winter and it looks like the riding is kaputt in your area already. I have ridden up there in mid to late April and remember more snow than you have now.
